The pressure valve: the most triage jobs running together. It limits claims, it starts no threads of its own, and with nothing queued it does nothing. No plugin here uses a model, so this only paces the work.

strict: an enricher with a min_priority waits until triage rates the message. promiscuous: it runs on unrated mail.
