The pressure valve: the most action jobs running together. It limits claims, it starts no threads of its own, and with nothing queued it does nothing. No plugin here uses a model, so this only paces the work.

Where attachments are kept, locked. Core moves every one here when mail is stored. Relative to the data folder unless it is an absolute path. Applies to new mail after a reload; files already there are not moved.
